Investment Program

The Division of Treasury manages a fixed income investment operation for both general revenue and trust funds in the Treasury and funds of organizations participating in the Treasury Special Purpose Investment Accounts (SPIA).  SPIA is an optional investment program open to any entities established by the Florida Constitution or Florida Statutes.

A fixed income portfolio has been created by combining various sources of funds.  This program offers liquidity to participating organizations as well as returns that have the ability to exceed money market rates.  These returns are made possible because the stable level of investible funds allows the placement of approximately half of the portfolio in intermediate term bonds.  Professional money management firms perform these intermediate term investments.  Treasury staff members are responsible for placement of certificates of deposit in Florida financial institutions and the maintenance of short-term investment portfolios.

Certificate of Deposit Program

The Chief Financial Officer is responsible for managing the Certificate of Deposit Placement Program mandated by Chapter 17.57, Florida Statutes. The CFO places certificates of deposit in Florida Qualified Public Depositories in two, three, and five year maturity bid contracts.

Cash Management Program

The Chief Financial Officer is the Cash Manager for Florida State government and operates a statewide cash concentration account and a consolidated revolving account in this capacity. The Chief Financial Officer supervises cash management procedures and banking relationships including the acceptance of credit cards, and provides cash management consultation services to state government.  The Chief Financial Officer also administers federal Cash Management Improvement Act compliance.

Trust Fund and Special Purpose Investment Account Statements for the previous month are posted on or about the 10th of each month.

The gross effective interest rate (annualized) for February 2015 is 1.8798%.
