Welcome to State Warrants

The Chief Financial Officer pays warrants for disbursement of state funds in accordance with Chapter 17.52, Florida Statutes. The Chief Financial Officer contracts with a Florida bank selected through a competitive bidding process to collect state warrants cleared through the banking system. The contract bank prepares a listing of warrants to be presented for payment. This list is compared to a warrant issue file. As the Chief Financial Officer approves the warrants for payment the issue file is updated to show that all the warrants have been paid.

Treasury staff members process and prepare adjustments, if necessary, for warrants that do not match the issue file and for warrants which are returned. Reasons for returns include stop payment orders, stale dates, and alterations. After receiving Affidavits of Forgery, the Treasury staff members return the forged warrants to the contract bank and the Treasury account is credited. Treasury staff also works with state agencies and the contract bank to collect fraudulent forgery claims.

 

The Treasury staff also provides information to state agencies, financial institutions, and check cashing facilities regarding the status of warrants issued and/or paid, such as:
  • Verbal validation of warrant status
  • Financial institution calls for verbal validation of year old warrants
  • Financial institution calls for warrants copies and source of receipt information
  • Agency calls for warrant copies are referred to the Reconciliation section
